working instructions on issuance of hpf payment certificate
working instructions on issuance of hpf payment certificate has been instituted in accordance with the requirements for furnishing housing provident fund account information to entities specified in regulations on management of housing provident fund of the state council and provisions of shanghai municipality on administration of housing provident fund.
1. application
(1) scope of application
the working instructions is applicable to the paying entities having registered housing provident fund accounts in the municipality in need of shanghai provident fund mangement center’s issuance of housing provident fund payment certificate for purpose of entities’ going public, financing or audit.
(2) application materials
1) the applying entity’s letter of introduction, original and duplicate of the handler’s identity card;
2) duplicate sets of the entity’s business registration certificates such as business license, legal person certificate, with the official seal affixed
3) duplicate of the entity’s shanghai social insurance (urban) payment notice of the current month or the previous month, with the official seal affixed
4) shanghai hpf payment certificate application form (entity), completed and with the official seal affixed; affix the boardof directors’ seal as necessary in the case that the boardof directors’ approval should be required due to the entity’s going public, financing or any other reasons specified in the corporation bylaws
5) dispatched employees’ hpf payment list (including reference number, name, identity number, hpf account number) in the case that the entity uses dispatched employees and the dispatcher(labor dispatching company) makes hpf payment for the dispatched employees, with the dispatching company’s official seal affixed
6) a written explanatory statement and relevant documents explaining its compliance with relevant housing provident fund policies of this municipality and justifying discrepancies between the number of housing provident fund paying employees and the number of social insurance paying employees due to certain special circumstances
2. location for handling
shanghai provident fund mangement center’s district/county management division where the entity’s housing provident fund account is registered
3. handling, review & approval
1) the applying entity submits application and relevant documents as required to the corresponding district/county management division where the entity’s housing provident fund account is registered
2) the district/county management division proceeds to handle the application upon receival of the complete set of application documents as required
3) the district/county management division shall review the documents submitted by the applying entity for ackowledgement of its housing provident fund payment status, and determine on approval or disapproval of housing provident fund payment certificate issuance within 3 working days in wake of receival of the application documents, either providing a housing provident fund payment certificate in the consolidated printout format from shanghai housing provident fund management system, with the seal of spfmc’s special service handling seal of the corresponding district/county affixed, or stating the reason(s) for declining the request for housing provident fund payment certificate and requiring the entity to take remedial actions as necessary for any nonconformities against relevant housing provident fund regulations identified during the course of the review of the application documents.
4. implementation
the working instructions shall be effective as of 20 october 2015. operating proccedures for issuing hpf payment certificate of the municipality to entities readying to go public (trial, shgjj no. 39-2010) shall be abrogated simultaneously.
