spf info disclosure guide
according to measures on shanghai hpf information disclosure (trial implementation), spf center’s housing provident fund information pertaining to economic and social management and public service should be disclosed or furnished as per the request of citizens, legal persons and other organizations, unless otherwise specified by relevant laws and regulations.
spf center has compiled spf info disclosure guide (hereinafter referred to as the guide) in quest to furnish better housing provident fund information disclosure services in the municipality. any citizens, legal persons or other social organizations demanding housing provident fund information disclosure services of the municipality may proceed to obtain the information in the light of the guide.
1. proactive disclosure
1) scope of disclosure
please refer to the center’s spf info disclosure directory (hereinafter referred to as the directory), available on shanghai housing provident fund website, for information scope of proactive disclosure.
2) means of disclosure
proactive disclosure of housing provident fund information mainly adopts a website publicity approach. website: 凯发·k8(国际) - 官方网站.
besides, spf center also resorts to the following venues to proactively publicize housing provident fund information:

3) time limit for disclosure
various housing provident fund information, once developed, shall be disclosed promptly, within 20 work days from the information formation or change date unless otherwise specified by laws and regulations.
2. disclosure as per request
any citizens, legal persons or other social organizations may request the housing provident fund information other than those proactively disclosed by spf center. applications may be submitted to spf center. spf center shall furnish the requested information in line with the actual status of the information without processing, statistical computing, researching, analyzing or any other treatment of the information.
1) handling agency
spf center’s district/county management divisions.
2) application submission
those citizens, legal persons or other organizations requesting spf center to furnish information should first of all complete the information disclosure request form of spf center. the blank forms can be obtained free of charge from the handling agency or downloaded from shanghai housing provident fund website. duplicates of the blank form are acceptable.
(1) over-the-counter submission: the applicant may go to spf center’s district/county management division and submit application over the counter. the applicant should show valid identity credential. opening hours: 8:45 am – 11:30 am, 1:00 pm – 4:30 pm, monday through friday (except for public holidays). refer to the list of addresses of management divisions in various districts/county.
(2) submission by post/courier: for mailing address, refer to list of addresses of management divisions in various districts/county. please indicate “for housing provident fund information disclosure application” on the envelope.
application submission should abide by the principle of “one application corresponds with one single request”. as for multiple requests, it is recommended that respective request forms be completed separately.
the request form should carry the following contents:
(1) the applicant’s name or description, identity credential number, contact means;
(2) detailed description about the requested housing provident fund information disclosure;
(3) the approach to obtaining housing provident fund information and the carrier.
3) application handling
after receiving an application, spf center shall verify the applicant’s identity and qualification as required, and check the adequacy of the requisite documents. upon discovery of any inadequacy with the requisite documents, the center shall require the applicant to add and/or correct documents before processing.
spf center shall abort application handling procedures given that the requested information happens to fall into the category of information already proactively disclosed by spf center, and notify the applicant of the approach to and venues of obtaining the information.

3. relief means and procedures
citizens, legal persons or any other organizations may lodge or report a complaint to municipal provident fund management committee provided that they deem that municipal pf center has not fulfilled obligations for housing provident fund information disclosure in accordance with the law and regulations.
